I believe the problem is that we try to imply that "tall" and "high" have one meaning each. Also, it's good to bear in mind that these two adjectives sometimes overlap in meaning, and the choice of one of them is either arbitrary, or driven by linguistic tradition.
Tall is used when describing humans or defining their exact height. It is also used to describe certain objects of considerable height, like trees, or things that are long from bottom to top.
High is used to describe things having a specified distance from the ground, things that are extended upward, things taller than expected.
I know the above is very general, but I don't think one can get much more specific. It is best to learn the use of these words in context. If you are not sure, find native texts (good quality writing) containing the expression you are looking for.
